Most people agree on that magic is the easiest skill to get to level 99 and is commonly gotten only to get the trim of another cape!
My magic level is currently 75, here is how i did it, and how i should/should not have done it.
Level 1..
We are all here sometime, it may be for just a few minutes but its somewhere the best player in runescape has been. So what do you do? My suggestion is as for every new account that you collect two 500 xp lamps and 10,000 coins from the cockroaches. Also if you are poor without support from another account, i would suggest you claim another 10,000 coins from stronghold security (you may die, but in the beginning you don't lose anything on death). Once collected there is another two 500xp lamps found in lumbridge, in one of the houses where you can go to a basement, its like, north-east of the castles center, or west of the house where you find goblins and spiders.
Now we can go off to buy a air staff and maybe some mind runes if you feel you can afford it. You may find that goblins/men/women drop air staffs fairly often so that saves you about 800 coins.
Now magic!! kill some goblins with you incredible magic skills!!
level 3...
This is not a mile stone, this is a pathway, you may choose weather you will be a 10hp wizard or a high hp wizard. (10hp wizard is harder in the start, then after level 43 magic its easy and possibly profitable, the battle wizard is the exact opposite, easy in the beginning, hard as hell when you get to harder levels.)
To get a 10 hp wizard you will have to rely on spell confuse till level 11 then weaken, and ultimately curse, This is very slow and annoying. My suggestion to train this is at a multi-attack zone, for example the worriers in al karihd, this that you don't have to take the damage of the opponent but you just put spells on them while fighting other players.
Battle wizard
Depending on time, money, level achievements you should keep going with the simple air strick but this will gain you less hp xp (Complicated rs maths) (not recommended). upgrading your attacks will result in faster xp for both hp and magic. Therefore this is my recommendation. This is basically what you could to till level 99 magic, and around 90 hp... It would take longer than expected because f2p spells hit max 160 without any bonuses and max 172 with bonuses, therefore resulting in slow!!! slow!!! training after level 59 in f2p.
Level 21... (10hp wizard)
Low level alchemy, costs you money but, its fast! If you are looking for money efficient keep going with what you have done since level 3/11/19.
You should low level alch till you are magic level 43!
Level 43... (10hp wizard)
Superheat, the spell that is the cause to most of my magic xp. Smelting bars of steel, mithril, adamant is usually good profit of 50k-150k an hour. But a smithing level is required, i recommend doing the quest "the knights sword" because it will boost your smithing level from the requirement to do the quest (i think 5) to level 29 in an instant, from where you will quickly be able to smelt steel bars!
level 56... (10 hp wizard)
High alchemy, finnaly!! but this take a while to! do this to your required magic level.
More superheat? Superheating iron/gold bars turns out to be more magic xp per hour that high alchemy!! But this is costly, about a 50% loss (not recommended unless you have a budget around 50mill...)
level 99... (10 hp wizard)
You should be level 43 or something in combat, now get a membership for a month and get a magic cape
Or go out an pk with a friend!

My justifications, I have created an account similar to a 10 HP mage. The difference was, it started out as a def pure, with 1 att, 1 str, 40 def... i got bored with it and thought, mage tank! a level 99 mage, with 99 def and like XX hp, doesn't get any better at such a ow cb. I only got to 80 magic and 47 defense with 45 hp, before it was banned for real world gold farming. This took weeks, so i wouldn't try
