Are there reasons why new members cannot use external links? Such as not being able to use signatures via external links.

its not only new members :/ people with 239+ vote and around 5+ repo can do it :/ (Signature)

Members need to be at least 1 week before they can do that.
As for the signature, I don't see any problem.
